Abstract

Since the first decade of the 21st century, changes have been taking place in the international order, evidencing the (re)emergence of actors among which China stands out. This article analyses China's role in infrastructure projects in Latin America, analysing the case of the Argentinean railways between 2008 and 2024. An interpretative research methodology based on highly descriptive and analytical content and primary and secondary sources is used. Although the countries of Latin America and the Caribbean (LAC) were not, and are not, decisive in its expansion strategy, they have been gaining prominence in the design of its foreign policy and in its global initiatives.

  • Agustina Marchetti, CONICET-UNR

    Agustina Marchetti holds a PhD in International Relations from the National University of Rosario (UNR). She was a CONICET doctoral fellow (2015-2021) and is a postdoctoral fellow at CONICET (2023-2026). She holds a Higher Diploma in Latin American and Chinese Studies (FLACSO Argentina). She is the Coordinator of the Latin America and Africa Studies Group (PEALA) and Researcher of the Program of Studies on South-South Relations and Cooperation (PRECSUR) of the UNR. Member of the “CHINA- CONICET” to strengthen research and cooperation with China and Asia in Social Sciences and Humanities. Member of the Africa Department of the Institute of International Relations of La Plata (IRI-UNLP). Member of the Centre for the Study of International Relations of Rosario (CERIR). She is a professor of the International Relations Degree at the Faculty of Political Science and International Relations of the UNR and a postgraduate teacher at the Catholic University of Córdoba (UCC) in the Thesis Workshop in the PhD in International Relations and the PhD in International Relations at the National University of Rosario. He has taught at the Master's Degree in Integration and Cooperation of the Centre for International Relations Studies of Rosario (CERIR); at the Master’s degree in policy linkage with China (UNPAZ), at the Autonomous University of Querétaro, Mexico and the Aristotle University of Thessaloniki, Greece, among others.
