Abstract

This article analyzes the relationship between the People's Republic of China and the Republic of Cuba since the end of the Cold War, to identify the factors that explain the characteristics of the interactions in two periods. After a stagnation in the 1990s, derived from disagreements on the economic policy of both actors, the relationship showed characteristics of a relative deepening towards the end of the first decade of the new millennium. Based on the analysis by levels (or images) and the comparison of such periods, it is argued that the strengthening of interactions was influenced by two factors: the rise of China as the main competitor of the United States at the systemic level and the beginning of economic reforms in Cuba. It is suggested that the future of the relationship depends on both processes.

  • Jorge Alberto Ortíz Almanza, Colegio de México

    D. in Political and Social Sciences from UNAM; Master in Political Science from El Colegio de México and Bachelor in International Relations from UNAM. My research and teaching activities have focused on topics such as: U.S. and Mexican Foreign Policy, International Political Economy, National Security and Foreign Policy, and International Dispute Resolution and Negotiation. I have published articles on similar topics in academic journals and outreach forums. I have been decorated with distinctions such as: Colmex Excellence Award (awarded to the first places of the Master in Political Science at El Colegio de México); Teaching Excellence Award, by the Universidad Anáhuac; and I have been a winner of the Fulbright García scholarship. I have been awarded the Fulbright García Robles scholarship for a research stay at the American University in Washington D.C. He has worked in government institutions such as the School of Public Administration of Mexico City, where I was deputy director of training programs, and in academic institutions such as El Colegio de México, where I collaborated in the Academic Coordination of Undergraduate Programs. I am currently a lecturer at the Universidad Anáhuac in the International Relations degree program, where I teach courses in English and Spanish.
